We used credits in the past for rate limiting our API. As of Sept 1st 2011, we switched to queries; (i.e. every call made to Otter is considered a query regardless of which specific call).
It usually depends on the number of results contained in the result. Otter API lets you get 10 pages with a maximum of 100 results per page, resulting in 1,000 results and 10 queries, one for each page.
